 المهرجان الدولي الرابع لمسرح المضطهدين- 2013
"حطم صمتك ... شارك قصصك".






يعمل مسرح عشتار خلال ربيع 2013 على تنظيم "مهرجان عشتار الدولي الرابع لمسرح المضطهدين". يتميز المهرجان بتقديم عروضا مسرحية باستخدام تقنية مسرح المنبر لفرق فلسطينية وعالمية على مدار ثلاثة أسابيع من 21 نيسان إلى 10 أيار2013. هذا ويعمل مسرح عشتار على تنظيم 33 عرض مسرحي خلال فترة المهرجان الرابع والذي يهدف إلى رفع مستوى الوعي للآثار السلبية للموروث الثقافي والاجتماعي المتعلق على قضايا المساواة بين الجنسين وحقوق المرأة وقضايا الشباب ودورهم  في المجتمع،  وتحت عنوان "حطم صمتك ... شارك قصصك". ويتميز مهرجان هذا العام بكونه وللمرة الأولى سيعرض 8 مسرحيات لفرق مسرحية و مجموعات مجتمعية فلسطينية، سبع مسرحيات منها تم التدريب عليها من قبل فريق مسرح عشتار. والى جانب العروض المسرحية ينظم مسرح عشتار ورشتين مسرحيتين في تقنيات "مسرح المنبر" تستهدف مجموعتين من النساء والشباب في منطقتين مختلفتين من الضفة الغربية.


الهدف العام للمهرجان هو تعزيز التنمية الاجتماعية والثقافية للمجتمع الفلسطيني من خلال استخدام تقنيات مسرح المضطهدين لتحفيز الإبداع عند كافة قطاعات المجتمع الفلسطيني إضافة إلى الحفاظ على الهوية الثقافية الفلسطينية.


الأهداف المحددة:
1.     تعزيز تقنية مسرح المضطهدين كأداة للتغيير الاجتماعي في فلسطين وزيادة الوعي بأهمية مسرح المضطهدين كأداة للتغيير المجتمعي.
2.     كسر العزلة المفروضة على المشهد المسرحي الفلسطيني وبناء الجسور الثقافية مع المسرح العالمي التي تؤكد على الهوية الثقافية الفلسطينية.
3.     تمكين النساء والشباب الفلسطينيين من خلال معالجة السلبيات الناتجة من الموروث الاجتماعي والثقافي والمتعلق بقضايا ودور المرأة والشباب، وتقديم آفاق جديدة من خلال استخدام تقنيات مسرح المضطهدين.




1.     الفئات المستهدفة من المشرع بشكل مباشر:
الفئات المستهدفة هم النساء من مختلف المناطق والخلفيات الاجتماعية والسياسية في مؤسسات المجتمع المحلي، والشباب (طلاب المدارس الثانوية والجامعات والكليات والأندية الشبابية)، والجمهور العام في الضفة الغربية وغزة، خاصة في المخيمات وفي المناطق الريفية والمحرومة من الفعاليات الثقافية. سيركز المهرجان نشاطه هذا العام في المناطق التالية: القدس الشرقية وأريحا ونابلس وجنين وبيت لحم والخليل وطولكرم وقلقيلية وسلفيت ورام الله إضافة إلى قطاع غزة حيث تم إنتاج 3 مسرحيات منبرية مجتمعية في غزة ستدرج ضمن فعاليات المهرجان لهذا العام.

 
تنفيذ هذا المهرجان سيتم بالتعاون والتنسيق مع عدد من الفرق المسرحية المحلية وعدد من المؤسسات الفلسطينية النسوية والشبابية والتي تؤمن بأن المسرح بشكل عام ومسرح المضطهدين بشكل خاص هو أداة قوية وفاعلة من أجل إحداث التغيير والتطور المجتمعي الإيجابي.

ستكون فئة الشباب هي الفئة الرئيسية المستهدفة في هذا المهرجان وسيتم التركيز على طلبة المدارس الثانوية (وكالة، أهلية، وحكومية) وعلى طلبة الكليات والجامعات، وكذلك على جمهور الأندية الشبابية والنسوية في الضفة الغربية وقطاع غزة. وبناء على الخبرة السابقة في المهرجانات الثلاثة التي تم تنفيذها في الأعوام 2007، 2009، و2001، من المتوقع الوصول إلى جمهور لا يقل عن 5،000 متفرج في المناطق الفلسطينية المستهدفة.

سيضمن مهرجان مسرح المضطهدين الرابع مشاركة الجمهور في العروض المسرحية من خلال النهج التفاعلي والحوار البنّاء حول المواضيع المجتمعية المطروحة والتي تتحدث بالأساس عن مشاكل الموروث الثقافي الأبوي وانعكاسها على قضايا المساواة وحقوق الأطفال والشباب في فلسطين وفي دول أخرى حول العالم.


سوف يتعاون مسرح عشتار بشكل وثيق مع طاقم شؤون المرأة وجمعية المرأة العاملة الفلسطينية للتنمية ومؤسسات شبابية ومسارح محلية، لضمان الوصول إلى الفئات المستهدفة. إضافة إلى ذلك سيشارك أفرادٌ هذه المؤسسات في ورشتين عمل في "مسرح المنبر" والتي ستنفذ في منطقتين من الضفة الغربية. كما وسيعمل  مسرح عشتار مع المؤسسات الشريكة في تجنيد المتطوعين المحليين وتوظيف المنسقين الميدانيين لضمان المشاركة الفاعلة في المهرجان في المناطق المختلفة.

سيعمل مسرح عشتار جاهدا في مهرجان هذا العام للوصول إلى 5000 متفرج، منهم 2200 من الرجال والنساء والباقي من فئة الشباب.



1.     النتائج المتوقع تحقيقها/المخرجات:
·     بناء الجسور المهنية بين 80 شابا وفنانا فلسطينيا وزملائهم الدوليين وتحفيز  قدراتهم الإبداعية.
·     تقديم 33 عرض لـ 11 مسرحية منبرية في مواقع مختلفة من الضفة الغربية وغزة.
·     تنفيذ ورشتين في تقنية "مسرح المنبر" ومشاركة 40 امرأة، شابة، وشاب وتمكينهم من مواجهة رموز السلطة الداخلية الموروثة في عقولهم، ليكونوا قادرين على مواجهة تحديات الحياة بنهج أكثر انفتاحا.
·     تمكين ال40 مشاركة ومشارك في الورش على استخدام هذه التقنية في عملهم.
·     5000 من الجمهور الفلسطيني وخاصة النساء "كسروا صمتهم وشاركوا قصصهم" المتعلقة بالتمييز وعدم المساواة بين الجنسين وخطوا نحو التغيير الاجتماعي من خلال المهرجان.
·     5000 من الجمهور الفلسطيني حصلوا على آفاق ذهنية جديدة حول قضايا المساواة بين الجنسين، وحقوق الأطفال.
·     تعميق فكرة مسرح المنبر التفاعلي كأحد وسائل التنمية المجتمعية في فلسطين.
·      زيادة وعي النساء والشباب والرجال الشباب بأهمية المسرح والثقافة المسرحية.
·     وضع الأسس لتدريب مجموعات مجتمعية جديدة تستخدم مسرح المنبر في أماكن عديدة في فلسطين.


  
1.     أنشطة المشروع والإطار الزمني:

·        مرحلة الإعداد: كانون الثاني- نيسان 2013:
1.     اختيار ودعوة الفرق المسرحية المحلية والدولية (كانون الثاني)
(3 مجموعات دولية و8 مجموعات من مجموعات المجتمع المحلي والمسارح)

2.     تعيين الموظفين المسئولين عن تنفيذ المهرجان (كانون الثاني)

3.     تنسيق الخدمات اللوجستية (شباط – آذار)

4.     وضع الصيغة النهائية لبرامج المهرجان (آذار)

5.     أنشطة الإعلام والعلاقات العامة - (آذار - أيار)

6.     التنسيق المحلي (شباط - أيار)


خلال مرحلة الإعداد، سوف يقوم مسرح عشتار باختيار ودعوة الفرق المسرحية المشاركة استنادا إلى أهمية تناول المواضيع ذات الصلة في المهرجان ونوعية المسرحيات. وعلاوة على ذلك، سوف يتخذ مسرح عشتار الخطوات والإجراءات اللازمة من أجل التنفيذ الناجح للمهرجان، بما في ذلك تعيين الموظفين، والتنسيق بين جميع العناصر اللوجستيه، مثل اختيار وحجز أماكن العروض، وحجز رحلات الطيران للفرق المسرحية الدولية، وإعداد الجداول الزمنية ، والترتيب للمواصلات المحلية. وسيتم الانتهاء من وضع برنامج المهرجان والتأكد من أن كل مجموعة سوف تعرض مسرحيتها 3 مرات في مواقع مختلفة لضمان وصول 33 عرضا إلى جميع المواقع المستهدفة.

أما فيما يتعلق بالخطة الإعلامية وأنشطة العلاقات العامة، سيتم العمل على تأكيد انتشار العروض وتعزيز الوعي لأهمية المهرجان على المستويين المحلي والدولي. ويهدف التنسيق المحلي للعروض والورش المسرحية إلى ضمان وصول برنامج المهرجان على اكبر عدد ممكن من فئات المجتمع الفلسطيني، وستوزع جميع المطبوعات، وسيتم التأكد من جاهزية أماكن انعقاد الفعاليات من كافة النواحي واستكمال جميع المتطلبات التقنية.

·           مرحلة التنفيذ: نيسان – أيار 2013:

8.     جولة عروض مسرحية مكونة من 33 عرض في جميع أنحاء الضفة الغربية وقطاع غزة وتنفيذ ورشتي عمل مسرحية في "مسرح المنبر" (نيسان - أيار)
9.     تصوير فيلم وثائقي عن المهرجان (نيسان - أيار)

خلال مرحلة التنفيذ، سوف ينظم مسرح عشتار مؤتمر صحفي وإطلاق المهرجان بحفل افتتاح لضمان تغطية وسائل الإعلام وإبراز المهرجان وأهدافه والداعمين له. هذا وسيتم تحقيق ذلك أيضا من خلال الفيلم الوثائقي الذي سيتم تصويره خلال المهرجان ومن ثم توزيعه. وستقوم كل فرقة بتقديم مسرحيتها في 3 مواقع مختلفة في الضفة الغربية. وسيتم عقد الورش من قبل خبير محلي وتستهدف هذه الورش أعضاء من المؤسسات النسوية الشبابية والمسارح المحلية المتعاونة مع مسرح عشتار في هذا المهرجان وتزويدهم بالمهارات والتقنيات الجديدة التي سوف تستخدم في عملهم.

10.   متابعة ومراقبة المهرجان وإجراء التقييم (حزيران 2013)

سوف يقوم مسرح عشتار في المرحلة الختامية بتقييم مدى نجاح المهرجان ورصد وتحليل استجابة وسائل الإعلام، و كتابة التقارير النهائية.

Background information:- 


Theatre of the Oppressed brings theatre to all segments of Palestinian society, and engages communities in democratic dialogue on daily issues they face and social taboos. The program creates a platform for social and cultural change, and gives a voice to the voiceless through its focus on underrepresented groups such as women and youth. 















1)- The Theatre of the Oppressed program has yielded 24 plays produced by ASHTAR
2)- 35 by local community group
3)-  A total of 957 performances have reached 114,200 audience members in communities throughout the West Bank and Gaza.

Additionally, ASHTAR has trained 258 community members in Theatre of the Oppressed techniques, and 11 “Jokers” to facilitate performances and thus multiply the outcomes of the program.

Internationally, ASHTAR conducted 3 regional and 2 international training sessions and set up 2 training centres for Forum Theatre in Yemen and Iraq in its capacity as the Middle East Regional Centre for Theatre of the Oppressed.

 Moreover, Ashtar bi-annually holds the “International Season of the Theatre of the Oppressed” in Palestine which brings a multitude of local and international theatre groups to the Palestinian audience and its fourth round will be implemented in 2013.

The first 3 festivals performed 27 different Forum Theatre plays from national and international theatre groups. These plays were performed 124 times all over the WB and Gaza and reached 15,000 audience members.  


1.   Target Groups:

ASHTAR aims to target high school and university students in addition to the general audience in WBG from rural, disadvantaged areas and refugee camps. Focus will be to the groups that face more social constraints and economic difficulties, those who are unlikely to attend cultural or theatrical activities which are mainly delivered to audiences in urban areas. The Festival will target various refugee camps and locations in East Jerusalem, Jericho, Nablus, Jenin, Bethlehem, Hebron, Tulkarem, Selfeit, Qalqilia and Ramallah area as well as in Gaza to ensure their inclusion.

The categories targeted are women and youth, especially those who face lots of social restrictions due to the conservative and patriarchal attitudes in society, notably the ones who are unlikely to be able to move freely in order to attend theatrical activities in urban areas.

 Moreover, ASHTAR targets Palestinian theatre artists and community theatre groups who lack opportunities for vital artistic exchange with the international theatre scene, which would stimulate their creativity and potential for innovation. Coordination is already underway with Palestinian women’s and youth organizations, as well as national theatres often subjected to a lack of theatrical productions and activities. They are thus showing a huge interest in acquiring skills and knowledge about the use of theatre in general, and theatre of the oppressed in particular.


Students are a major target group; from secondary schools (UNRWA, Private and governmental) also from colleges and universities as well as Palestinian youth in youth clubs in WBG (age group 16-24). It is estimated based on experience from previous festival that we reach an audience of 5,000 persons; 60% females and 40% males with the majority from remote marginalized areas and marginalized groups.

By reaching all the above-mentioned segments of society, the Palestinian society as well as the Palestinian theatre scene as a whole will benefit from the Festival.


The International Theatre of the Oppressed Network will benefit through the exchange and dialogue between national and international artists and ASHTAR Theatre’s role as the “Middle East Regional Centre for the Theatre of the Oppressed” will be strengthened.

The participation of the audience in the theatre shows will be guaranteed through the interactive approach of the Theatre of the Oppressed technique which enables the participation of the audience members as “spect-actors”. In doing so the audience is invited to intervene in such a way as to change the dynamic of the situation. ASHTAR Theatre will collaborate closely with the cooperating women’s and youth organizations, and theatres to ensure reaching the target groups. Next to this, members of these organizations will be participating in the 2 “forum theatre” workshops. ASHTAR Theatre will also recruit local volunteers and field coordinators to maximise the local ownership and acceptance of the Festival.

Thus we plan to reach around 1,400 women and 800 men (44% of total audience). Youth reached are estimated to be around 2,800 persons, out of which 1,500 females and 1,300 males (56% of total audience).

1.    Monitoring and controlling, evaluation and reporting (June 2013)

In the closing phase, ASHTAR Theatre will evaluate the success of the festival, monitor and analyse the media response and write reports.

 Expected Results

ü  Local audience and particularly women «broke their silence and shared their stories» of gender inequality and discrimination and got empowered to take action towards social change

ü  33 forum theatre shows and 2 workshops in the « forum theatre » technique were performed and held in locations all over the West Bank/Gaza

ü  Audience opened their minds and acquired new perspectives on gender equality and women’s rights issues

ü  Local women’s and youth organizations and theatres acquired new skills and got empowered to use Theatre of the Oppressed in their work

ü  Base work for the setting up of new forum theatre community groups in several new place

ü  Palestinian artists and international colleagues built professional bridges and stimulated their creativity.
